you would be right in any kind of measuring, but not in seconds.
there is no "centisecond"
millisecond = 0.01 sec.

as far as I know it is 0.01.
also speed, it is differentwise.

It's peer to peer remember.
for example 100ms.
me sends to other guy > 100ms
he sends it to the other players in the room from here on.
other guy receives and sends back that he dies > 200ms total.
But also to the server to count the kill. I have 9ms to aeria website, so in a 18ms delay I would actually get the kill


it doesn't go to the server first.
you send it directly to the enemy, the enemy sends it back to you and then both of you send it to the rest of the players.

1 second = 1000 milliseconds.

as in:
1 meter = 1000 millimeters.
1 gram = 1000 milligrams.
