I need help with increasing my luck to an UBER luck percentage

and second thing i need help with is how can i change my lvl so i can wear high lvl stuff which iom under lvl.

im trying to wear a lvl 90 armor and im only lvl 40, can you get me values for that?

luck seems to do noting last time i tried it it increased the items droped with double stat but the stats were crap like burach keluhi came out as 3mp.
