Thailand blocked YouTube for over a year while I was living there (faggots).
You can always get around it. They come up with proxy sites (not just proxy servers) that stream the videos to you from another IP etc.
They are still up and running from the Thailand disaster.
Proxy servers (not mentioned above) also allow you to visit any other sites that may be blocked, however over 3,000 of them are on the MHS ban list.

All u need is use one proxy ^^
How? its simple...
The proxy is one stuff to redirect conection, example:
You CAN'T Acess the address of the Youtube.com
but u CAN Acess the address of the some random proxy in the world...
U Connect to the proxy, and the proxy connect to the youtube, easy ^^
Ok Lets Go:
1 - 1 Can acess this site, and use web proxys ^^
Only Go to: http://proxy.org/
Have one big list, if one don't work, test another, because some proxy sites dont aceept cookies/scrips.
or...
2 - U Can Download the TOR and install it in your PC, this program Update Automatically new proxys for u ^^
Go to : http://www.torproject.org/
To see your IP, and test if proxy is working, just go to:
http://www.whatismyip.com/

you can rent a machine hosted somewhere that can access the sites, and that you can access and either setup a tinc VPN (or openvpn) or install squid there.
heh.. not-so-simple solution but this way you won't be on MHS's ban list.
