is it possible?

I found the IP address of a person i really hate (he hates me too lolz)
How can i hack him?

If he has a normal connection to the internet, no.
There is no way you could hack anyone on the internet.

Only if someone has: Open ports(at least one) AND a exploitable programm behind it.
(Could be a backdoor too).

edit: If he has a firewall, your game is already over. Even if he has only Windows Firewall...

there are ways to DDoS people even if they are being a firewall but its pretty complicated for people who know nothing of it.

try opening the command prompt and typing "ping HisIPHere" (without the quotes. if you can successfully ping him, your in buissness with a simple DDoS (probably not going to be distributed but thats ok too =P). Go google a program that can do it better but if you cant find one, make a .bat and type "ping HisIPHere -t -l 1200". That will continue to send pings to his IP causing him to lag badly and just open up that .bat file as many times as you can. 150 should be enough to get him lagging =P

How is it illegal, and how could he find out whats lagging him?

IP backtracing can be archived with board progarmms (on linux at least).
Half of all firewalls have that function, if hes smart he will install a "honeypot".

There are lots of ways...

do it via someone elses computer(open up his ports, use a proxy, and do it trough his IP, a double Ip changer this way)

Use a port scanner, and scan all his ports below 482? Or something. Check the netbios port and try that. I have had much success with the netbios port being turned on, that can in some cases allow you to grab his username too. If your really lucky, he could (I have seen this before more then once) file sharing enabled on his C: drive and you could dump his PWD file (using john and or jack the ripper) Then run it though Cain and Abel. Walaa.

The tool he is there is the one called net tools just as she showed, but it is the "mini version"
