You buy these with cash money, and it is like a Gift Card for a Credit Card company.
Think of a gift card you buy from Target or w/e.
You pay cash, and you get a card you can use at the store or online.
You can spend as much as you paid originally.
Same with the CCGC.
You pay cash, and you get a card you could use (almost) anywhere where Credit Cards would be accepted. You can buy $25, $50, $100 American Expresses and Visa Credit Cards. You can also buy another one that you load with any amount from $1-200.
Note that I live in California, US, and that this might not be sold the same around the world.
