Q: Allocating Code Injection starting at 0x400400 ?

In my understanding, MHS Auto-Assembler allocates the Code-Injection
dynamically. While i saw in some (many) tutorials by senior game hackers,
they suggest to start put the Code-Injection at address 0x400400..

I did this too for some of my private code-injections, and they have been
working smoothly. Haven’t encountered any problem so far..

My question, however, is: How safe is this assumption (method) ?

The reason why people inline code at the PE header is because they want to save it with the PE file. It doesn't matter if your inline is on the fly. It is safe. Anyways, not all games will have the same base address. Everything is relative to the base address.
